LOGICAL  FRAMEWORK:

Goal: Improved economic and social status of youth in Morocco	Indicators Increase in youth who are income-earners in the formal sector.	Means of verification Ministry of Labor	Assumptions Socio-political situation remains stable in Rabat area.
Purpose: To expand employment among Moroccan youth aged 18-30 in the Rabat area.	30% increase in graduates of higher education and vocational learning who are employed in formal sector within 12 months	Ministry of Labor employment data.	Demand for labor in Rabat area remains stable.
Outputs: Network of higher education and business leaders.  Training program for higher education professionals. Vocational training programs for Rabat youth.	% of higher education professionals and business leaders actively participating in network activities. % of higher education and business leaders receive training. % increase of youth completing vocational training.	CARE database.   Vocational center graduation data.	No significant job turnover among participating professionals (business leaders, higher-ed).
Activities : Conduct management workshops for higher education leaders. Recruit and create database of higher education and business leaders. Organize conferences to convene higher education and business leaders. Provide facilities and materials for vocational learning. Provide training for vocational teachers in partnership with Ministry of Education and international educational organization. Conduct needs assessment of education professionals in Rabat.	Inputs/indicators workshops and training, $25,000;  recruitment, database, selection and training of teacher, $22,000; materials $10,000	Receipts, invoices	Local currency is not devalued.

Justification and Management Utility: Our focus is youth and the improvement of their social and economic development through job placement.  For that reason we are focusing on the above indicator. This will tell us whether our project in Rabat which focuses on vocational learning and the improvement of higher educationhas been effective as compared to the rest of the country. Our project will tell us whether we are on the right track to expand the project in other areas.

Data Collection Method: acquiring data from Ministry of Education and Ministry of Labor, survey of vocational training graduates 12 months after graduation
